Under the sea. We are in the last major city at the bottom of the sea. Here, sea people live peacefully with sea fish and seafood. But the once bubbling empire has now gone underwater. Where once prosperity for all was touted, there are now unmistakable cracks. The fall of civilisation is imminent, but the mermaids don't want to hear about it. They all go about their business as diligently as ever. They cut back the proliferating algae, scrape the shells from the walls and try to make the starfish shine again. After all, today is the first day in office of the new prime minister and the empress of a foreign empire has announced herself. But then love intervenes. Negotiators come to a standstill, old friends see each other in a new light, Mum and Dad have to talk things out, Mermaid gets pregnant. And suddenly everything else becomes a minor matter. Love actually is all around.
